The Navajo Link Repeater Network is a system of individual repeaters, configured to be linked and un-linked from each other on demand. Each repeater has a site address that is used to address its capabilities, as follows:

Linking Instructions
When you key your transmitter to access one of the local repeaters, you will hear a courtesy tone response that goes from a high frequency to a low frequency (OFF link), or from a low frequency to a high frequency (ON link). This is an indication of the local repeater being configured as ON link or OFF link, i.e. connected to the rest of the network.
Linkage of the repeaters is controlled by transmitting a sequence of DTMF tones from your radio. If the local repeater is on link and you want to disconnect it from the system, identify your station and then press the local repeater site address and 0* on your touch tone pad.
If the local repeater is off link and you want to connect it to the system, identify your station and then press the local repeater site address and 1* on your touch tone pad.
Now, if the repeater you are using is on link and you want to add another site to the system, identify your station and press the additional site address and 1* to add it.
To disconnect a linked repeater from the system, identify your station, then press the site you want to disconnect from the system and 0* on your touch tone pad.
If you want to find out if another repeater is linked to the system, identify your station, press the site address in question and 3* on your touch tone pad. It should respond with its site address.
